1. Introduction:-

(a) DefenceStandardisation Cell, Avadi was sanctioned vide Govt of India, Ministry of Defence letter No. 1101/Adm/Std/4140/D(Insp) dt 02 Aug 1984 along with other 08 Cells. Initially this Cell was established in a hired accommodation at T-15, BOD Lines, OCF Road, Avadi inaugurated by Brig T.V. MANOHARAN, Director, DoS on 13 Oct 1986. Subsequently, the Foundation Stone of permanent office building of the Cell inside CVRDE(Combat Vehicle Research and Development Establishment) complex, DRDO Laboratory  was laid by Maj Gen B.R. GULATI, Director, DoS on 07 Sep 1990. Then the office, on completion of construction of the building inaugurated by Brig RAKESH JHA, Director on 28 Dec 1992 in an area of 550 Sq Meter Land and 380 Sq Meter Building in First and Second Floors, was shifted to the present KLP(Key Location Plan) Accommodation in 1992 inside the CVRDE complex which is located approximately 35 kms from Chennai Airport and 25 Kms from Chennai Central Railway Station.

(b) Defence Standardisation Cell, Avadi is responsible for Codification Standardisation of Defence Inventory pertaining to AsHSP and Codifying Organisations viz. CQA(HV) Avadi, CQA(AVL) Avadi, CQA(AVA) Avadi, HVF Avadi, EFA Avadi, OCF Avadi, 8 BRD Avadi, CVRDE Avadi, BEL Chennai, OFT Trichy, CFA, Aruvankadu, and MTTI Avadi and creating awareness on the importance of Codification Sandardisation amongst all Defence Organisations under the jurisdiction of this Cell. The cell is "Centre of Excellence" for Codification of Tracked Vehicles.

(c) The Cell has a Detachment at Kochi located inside Southern Naval Base, which is responsible for Codification and Standardisation of Naval equipments.

2. Role and Function:-

(a) Codification Updation of inventory pertaining to the AsHSP/Codifying Organisations duly allotted the NSN(NATO/NATIONAL STOCK NUMBER) through the N-CORE NG web based Codification Tool.

(b) Assisting and providing necessary guidance to AsHSP/Codifying Agencies for Successful Codification with maximum replies & quality data and on Standardisation activities.

(c) Carrying out NSN matching in the NMCRL+ website with Part No. for the list of items submitted by AsHSP, and adoption of the same, in case of imported items.

(d) Study NCS related websites viz. AC/135, NSPA, NMCRL & DLIS, etc. and provide technical updates to HQ and AsHSP.

(e) Provide training on Codification & Standardisation to Officers/Staff of AsHSP who come on posting/transfer and assigned the Codification/Standardisation tasks.

(f) Conduct/Participate in Exhibitions viz. Defexpo& Aero Show, to promote Codification & Standardisation among other Defence Organisations Indian Stake holders, and explain the importance of NSN NCAGE, and Preparation of Contents for Banners Pamphlets with the latest in Codification Standardisation.

(g) Maintain Codification data AHSP wise and generate reports as and when required.

(h) Ensure allotment of NCAGE to Indian Manufacturers/Vendors supplying to Indian Defence under the jurisdiction of DS Cell Avadi and allotment of NSN for their items of supply to Indian Defence.

3. Achievements:-

1. Awarded Codification Trophy for 3 consecutive years 2015-16, 2016-17 & 2017-18 and the year 2023-24.
2. Defence Equipment Catalogues were released for T72 & ARV on 13 Dec 2004.
3. Variety Reduction of Clothing Items of OCF Avadi done in the year 2003 from 92 sizes to 30 sizes duly approved by MGO.
4. Migrated the Manual Paper Codification System to Computerised System in the year 2001 by developing a GUI (Graphical User Interface) software named “CODISOFT-2001” with the contribution of Shri P. Theiveegan, Scientist-‘B’ for the first time for use by the AsHSP/HQ/Cells/Detts.
5. The Cell was nominated as Nodal Agency by HQto study the NCS and  registration process of NCAGE NSN with with AC 135/NSPA in the NMCRL+ website on India becoming Tier-1 Member Nation of AC 135 on 10 Jun 2008.
6. Successfully registered first 258 NSNs for MBT Arjun, T-72 & T-90 items and registered with NSPA/NMCRL during 2010 to 2014 by creating the required KFF grid text ADP transaction files as per the NCS system of ACodP-1.
7. Successfully registered the following first 08 NCAGEs 01 SCAGE during 2010 to 2014 by creating the required KHN grid text ADP transaction files as per the NCS system of ACodP-1.

8. Generated the required LAU transaction files for registration of  INDIA as user nation for imported items, and LTI transaction files for imported items during 2010 to 2014.
9. Designed Developed NACS version 1.0 in Feb 2012 and further upgraded to next versions till 4.0 in Jun 2016 with the contribution of  Shri P. Theiveegan during his grade as Scientist-‘D’ Scientist-‘E’ fully complying to the IIG system of NCS migrated from the erstwhile FIIG system of NCS.
10. Part of finalisation of RFP for the Web based Codification Tool during the years 2014 to 2016.
11. Part of finalisation of N-CORE NG Codification Tool during 2015.
12. Part of implementation process of the N-CORE NG in the year 2016.
13. Studied N-CORE NG and Suggested the required improvements to HQ on the N-CORE NG Codification Tool from the year 2017 to till date.
14. Hosted NCB India Stall for the first time in the 10^th DEFEXPO18 held at Chennai with the support of technical expert of Shri P. Theiveegan, Scientist-‘E’ in Apr 2018.
15. Carried out NSN checking/matching in the NMCRL+ website for imported items and initiated necessary action for LAU/LSA transaction.
16. Successful Codification of major items pertaining to Main Equipments dealt by the AsHSP/Codifying Agencies under the jurisdiction of DS Cell Avadi.
17. Maintaining Cordial relationship with AsHSP/Codifying Organisations and Nil complaint is ensured.
18. Assisting IST Pune in delivering Lecture for the training courses by Shri J. Ashok Kumar, AE(QA) who is expert in Codification.
